About one month ago there arrived in the port of Hongkong 48 bales of French Michelin automobile tires consigned to the undersigned. These tires were shipped by the Michelin Tire Co, of Clermont-Ferrand France, through the port of Marseilles, ance, to a French House in the Philippines.
According to information which we receive from the British Con- sulate of this city these tires were held up in Hongkong as contraband
of war.
We therefore furnished the British Consul, through the French Consul, all information concerning this shipment to us, and the in- voices.
Having heard nothing further as a result of the action, we wish to call the attention of Your Excellency to the situation and at the same time express our great surprise that the government of Hongkong would hold up a shipment of this character, shipped by a French firm, through a Franch port without difficulty, to another French house in a neutral port.
The fact that we are in great peed of these tires moves us to place this matter before Your Excellency. We would also explain to you that our automobile business is the largest in the Far East and in volume exceeds that of most other establishments in other lines in the Philippines,
We have sold approximately 2,000 pleasure cars and trucks and the owners lock to us for tires, particularly Michelins of French manufacture,
We would also take this opportunity to remind Your Excellency that scarcely a week passes that we do not note merchandise arriving for German houses, via Hongkong cotton goods, drugs, eto, that in our opinion is far more contraband of war than automobile tires shipped by
French House, through a French port, to another French House of established integrity.
